The Opportunity

One Tech Engineering is searching for a Project Controls Specialist for a position located in Lexington or Louisville, Kentucky.

The Project Controls Specialist will lead project controls processes with the internal project management team to help execute project deliverables within approved budgets and schedules.

The role supports engineering, procurement and construction planning, scheduling, logistics, cost control, forecasting, progress measurement and project reporting across multiple projects.

Candidates should have a bachelor's degree in Engineering, Construction Management or a related field and three years of direct project controls experience. Applicable professional experience may substitute for the degree requirement.

Position Overview

This role combines critical path scheduling, WBS development, cost management, cash-flow forecasting, earned value management, progress measurement, change control, project reporting and field auditing.

Project Controls Specialist Responsibilities

  • Analyze project data, review logs and run reports using planning and controls systems.
  • Create and maintain project Work Breakdown Structures.
  • Develop scheduling reports for multiple projects.
  • Develop and maintain project cost reports.
  • Develop cash-flow reports and project forecasts.
  • Follow established project execution plans.
  • Support engineering, procurement and construction planning.
  • Support project logistics and cost-control activities.
  • Serve as a point of contact for project controls technical questions.
  • Review Purchase Orders and subcontracts for proper coding.
  • Input and document changes to cost reports and forecasts.
  • Coordinate with project management and accounting teams to review costs.
  • Support review of project contingency costs.
  • Support external project audits when required.
  • Review upstream prime-contract change orders.
  • Review downstream purchase-order and subcontract change orders.
  • Develop and present cash-flow reports.
  • Develop multiple levels of project schedules.
  • Apply and review logic ties within project schedules.
  • Monitor schedule resource loading.
  • Support Interactive Project Planning Meetings.
  • Develop project schedule reports and determine appropriate reporting formats.
  • Review pre-programmed scheduling reports and supporting documentation.
  • Consult with project teams regarding schedule progress.
  • Analyze critical path scheduling performance.
  • Support project estimating and cost forecasting.
  • Perform schedule what-if scenarios.
  • Develop and maintain earned value management systems.
  • Input and validate progress measurements.
  • Develop and maintain project progress curves.
  • Perform material takeoffs when required.
  • Perform quality checks on project controls deliverables.
  • Conduct field audits to verify reporting and process accuracy.
  • Assist with project forensic analysis.

Requirements

  • Bachelor's Degree in Engineering, Construction Management or a related field.
  • Three years of direct project controls experience.
  • Applicable professional experience may substitute for the degree requirement.
  • Experience with project scheduling and cost-control processes.
  • Understanding of critical path scheduling techniques.
  • Experience with project cost management and forecasting.
  • Experience developing Work Breakdown Structures.
  • Experience with progress measurement and reporting.
  • Experience with Earned Value Management is valuable.
  • Oracle Primavera P6 experience is preferred.
  • Strong written communication skills.
  • Strong verbal communication skills.
  • Excellent interpersonal skills.
  • Proficiency with Microsoft Office.
  • OSHA 10-hour safety certification or ability to obtain it.
  • Must be a U.S. citizen or green card holder.
  • Must be able to work on-site in Lexington or Louisville.
